Cannot find/edit the new user added

This could happen if a Group Owner adds a new User and misses to add Group to the User. If the Group Owner has access to see the users only of the owned groups, then any user not added to the owned groups would not be visible. In that case anyone having Configuration Editor access needs to be contacted to put the new user to the correct Group.
